United Airlines struck a preliminary agreement with its pilots union last month for up to 40% raises over four years.
Casey Murray, president of the Southwest Airlines Pilots Association, said frequent reassignments can wear pilots down, just as they would passengers.
"They need that predictability," he said, adding that the company has made some progress in talks with the pilots' union in recent weeks.
